		<description>In response to that last point I think it needs to do both - define itself outward in ways people can instinctively grasp, plus inwardly so we have a shared frame of reference. I was talking to a large city council this week about increasing participation, but it&#039;ll be plenty more conversations before I start using the word service design. Not until I&#039;ve got them beyond &quot;we do that, it&#039;s called consultation&quot;. 

But part of me feels we shouldn&#039;t worry too much. The challenge of explaining it helps to shape it. A shared undrstanding will surface over time. Let&#039;s not rush to bake the clay.
